well - the translation in pootle is only for some of the automatically created pages. Just having translation in pootle won't get you a translated website. For that you need a set of volunteers to actually maintain the site/Create the content for it. See https://wiki.documentfoundation.org/NewWebsiteNLT for more detailed info. Resolving notabug, as pootle is not enough - the main part needs to be done in the CMS with relevant content - you don't need to replicate the full English site, but of course should have content for the end-user in the corresponding language. (i.e. at least an Ukrainian landing page) The site has been setup in the past already, but thus far no content has been published there. Oleksa Stasevych requested the site back in 2012 already but then never did publish anything on the website.
