The option "Format > Character > Font Effects > Overlining (Strikethrough, Underlining): Individual words" is not displayed by the monitor. The option works, what you can verify by opening the file, created by the Writer-4.1.2, using Writer versions 4.2.0.0+ or 4.0.6.1.
 Printing (4.1.2.3) has not yet tested it.

I do not see the problem when I add that formatting to some random text in a random file in Writer in 4.1.2.3 ...

And also, your text document shows it fine in my version too.
Linux, Ubuntu

So there's something different going on ?

It is possible that you have edited a file created in another version of the LibO Writer. This bug is shown when creating a new file by Writer-4.1.2.
  The illustration (an attachment) shows the ODT file (attachment 87269 [details]) in different versions of the program: "4.0.6" - top, "4.1.2" - in the middle, "4.2.0" - at the bottom.
  OS – Windows XP 64-bit sp2 (last update).

I confirm this bug in Windows XP 32-bit sp3. Lubuntu-13.04_32\64-bit - OK.
1. This is Windows-OS's bug only.
2. The monitor’s view is wrong only.
3. Export to PDF and printing are produced correctly.

You will find this bug in all versions of The Writer, e.g. "4.0.6.1", "4.1.2.3", "4.2.0.0+", if you activate the "Nonprinting Characters (Ctrl F10)".
This is the UI’s bug and does not depend of the user's operating system.
I confirm this bug in Windows XP and Lubuntu-13.04 (32&64-bit) therefore, the status - "NEW".

This problem is resolved in Microsoft Word and Calligra Words. But I've found a bug in OpenOffice.org-2.4.2.

The LibO-4.4.2.rc1 (Windows XP 64-bit) interface is functioning correctly, so the bug's Status field sets to RESOLVED-WORKSFORME.
