badly drawn desktop elements (constant stripes at the top of the screen).
video play in browser or fast scroll cause blinking (couldn't take screenshot with PrtSc)

meybe it helps
but this was the same behavior and picture with Ubuntu 12.04 LTS and Ubuntu 13.10 freshly installed from LiveCD.
The only difference was that blinking screen on video played and scrolling was persistent in 12.04 and appears in 13.10 only after system wakes up from "suspend" mode
