On my Red Hat 9 system, the documentation build fails.  It looks like the SGML
declaration used by the docbook tools has OMITTAG set to NO, so the SGML parser
spits out a lot of errors.

I'll attach a patch shortly.  It would be good to apply it to both the HEAD and
fc-2_2_branch branches.
