You've disabled VGA in the config file:

which corresponds to a

[output]
name=VGA1
mode=off

section in weston.ini.

If you're not using VGA but have a different monitor connected, then it's a KMS problem where KMS is failing to recognize that output.  In either case, this is not a weston bug.
