This will make systemd-python able to be installed in a python virtual environment and facilitate testing on different python versions.

I'm currently using travis-ci there's no easy way to install systemd-python to test the systemd functionality of fail2ban leaving a big hole in the test coverage: https://coveralls.io/files/107117484#L552

systemd-python is maintained in a separate project on github. Please file a bug there if this is still relevat.
