regform.tar.gz has doc and two pdf files

A Word document sent to me by email opens in Writer as three pages instead of fitting into the expected two pages.

There seems to be a subtle difference in the line spacing.

Other versions of Writer behave similarly or worse. LibreOffice 3.5.7.2 shows only the title banner.

The linux file command says this about the doc file:

I can reproduce that LiberOffice
Version: 4.2.1.1
Build ID: d7dbbd7842e6a58b0f521599204e827654e1fb8b
opens the file in three pages. 

os: mac osx 10.9.1

Retested in 4.4.3.2 by downloading the amd64 version for Ubuntu.

+ /usr/local/bin/libreoffice4.4  --version
LibreOffice 4.4.3.2 88805f81e9fe61362df02b9941de8e38a9b5fd16


+ /usr/local/bin/libreoffice4.4  RegistrationForm2014.doc 

 -- still puts the document onto 3 pages instead of 2.

uname -a says

ubuntu version seems to be 14.04.2 (64 bit)

The document didn't open properly until 4.1, but it has never opened well. Marking as inherited from OOo.

Microsoft Word 2003 - RegistrationForm2014.pdf: NOTOURBUG?

Word 2003 opens identically to LO - with a blank page 3. Since Word 2003 is that last version of the program that natively writes .doc format, wouldn't that make it the authoritative version?  I suggest NOTOURBUG.
