Somewhat similar to Bug 73158 but I'm proposing a change of the current behaviour. It's unlikely that a physical click is triggered accidentally, and the main reason for the TouchpadOff state is that we don't get accidental events while typing.

Those that disable the touchpad completely won't be able to use the top software buttons on the t440 and related series laptops. With a change to allow physical clicks we can make that useful for those users.

So the goal should be to honour physical clicks (including software buttons) in TouchpadOff state.
