Spreadsheet illustrating the problem described.

Problem description: 

If a number is entered into a cell and the formatting for that cell changed to Text, the content is not updated to text. Removing focus from the cell and then clicking back onto it and re-entering the number activates the changed formatting and the number is formatted as text.

Applying a cell format NEVER changes existing cell content. On purpose.
