Hi, please provide a step by step description of the problem you encounter. The document you provide do not give any information for us to reproduce. What is the LibreOffice version you are using? the doc was blank on  purpose

the problem is display is too small and need to be full page  latest
version of open office

I cannot read any of the page it is too small and dragging it from tool bar
does not work

Hi, still I don't understand what is your problem. If you need a larger display, there is a zoom at the bottom right of the state bar where you can set a larger display (more than 500%) of your document. 
You mention last version of OpenOffice, what is the LibreOffice version you are using ? What do you drag from toolbar ? Without a step by step to reproduce or more explanation, I'm unable to confirm your problem or help you to solve it. Please answer from here
