would be nice if radeon cards could support this as it would be
a nice way to reduce power usage on laptops and I wouldnt mind
the power savings on the wall plug on my desktop machine

At this time, XvMC support for Radeons through any codepath besides Gallium is relegated to "wishlist" status, and the most likely way you're going to get it otherwise is by coding it yourself.
