When installed as user and ~/.local/share/applications didn't exist at the 
time gnome-panel was started.
SUSE 10.0 / gnome 2.12

The following workaround makes the entry apear:

mkdir -p ~/.config/menus/applications-merged
touch ~/.config/menus/applications-merged/dummy.menu
