The system-insteller named icon is available in Tango icon
theme, but it isn't listed in Icon Naming Specification.

system-software-installer in gnome-icon-theme-2.21.91
legacy-icon-mapping.xml doesn't have system-installer and system-software-installer in icon-naming-utils-0.8.6
