at present, the clipart upload form allows a user to upload an image that is 
not in the svg format. THe example i saw was a low res jpeg.

This behaviour is wanted when uploading requests or examples, but not in the 
core clipart upload form or the remix form.

Yes, still the case as Adam and I have been reviewing.  jpegs or pngs often are uploaded without any svg file to go with them.  In essence a thumbnail w/o the svg file.  Habit now has been ask for an svg to be posted or to shove those into the requests folder but that is just turning it into a mess.  Adam is going through the requests folder now trying to clean that up.
