When the error described in bug#87953 occurs, the returncode of "systemd-tmpfiles --create" is always 0.

Besides that fact it shouldn't return 0 in case there were problems, it might make sense to have it return different returncodes:
- one returncode for "all items failed"
- one returncode for "one failed, others succeeded"
