When a (.docx) file is opened with LibreOffice and it contains footnotes, they have huge gaps in between them, making the footnotes take as much as half the page in some cases; this is a formatting bug, because when NEW documents are created using LibreOffice, there spacing in-between the footnotes is normal.

Yep, sounds like you found a bug!

Please make sure you can reproduce the problem with a current version of LibreOffice (https://www.libreoffice.org/download/). If you can, then
1) Provide a list of steps to reproduce the problem, and
2) Attach an offending DOCX document to this bug report

Please check whether this is a duplicate of Bug 64026 - Footnotes and Endnotes Get Strange Spacing (tabed) when Saving As .Doc or .Docx and whether the problem can be reproduced with the current version of LO 4.4.0.
