plug HDMI after os boot up. HDMI monitor sporadically can't be lighted up.

But if boot os up with pluging HDMI, HDMI monitor hotplug works well.

We just merged some SKL fixes that may affect all display-related tests. Please retest this bug against the latest drm-intel-nightly.

This issue still exists on latest -nightly.

I tested 10 hot-plugs, external HDMI screen always worked (no instability, no error in log).
