Moving the fingers by a centimeter scrolls about 6 screens in either Epiphany, Firefox, or Firefox GTK3. Line-wise scrolling via wheel emulation is only slightly slower than motion-based scrolling.

moving to xf86-input-libinput, this is a problem in how the x driver interprets the scroll events.
