Sometimes, when you run "systemctl stop SOMETHING.service" the service times out on the SIGTERM and systemd issues a SIGKILL. This results in systemd thinking the service failed, causing an auto-restart (if one is configured). This is surprising behavior since a human explicitly ran a stop command and is reasonably expecting the service to stay stopped.
