Board is RVP 11.
1, Boot up system with edp, hotplug VGA, VGA cannot be detect
2, Boot up system only with edp, enter kernel successfully.
3, Boot up system only with VGA, in the BIOS post phase VGA are working, VGA black screen before entering kernel, ssh can successfully.

SKL doesn't have a VGA encoder, so it has to be a VGA dongle or some kind? would be interesting to know which DDI port it's connected to. A not so wild guess: DDI E (what used to be the DDI for the FDI link to PCH). We don't currently have code that initializes and support DDI E (hot plug interrupts, lane sharing with DDI A, ...).

What would help is a register dump of what the BIOS does. To do that, you need to boot the machine disabling the i915 driver (for instance, don't set i915.preliminary_hw_support and boot in runlevel 3), run intel-gpu-tools' ./tools/quick_dump/quick_dump.py and attach the results here.

I have a SKL-H with VGA port. It does not boot at all.
