Latest git master crashes with above assertion. To recreate:

pulseaudio -D
pactl load-module module-null-sink sink_name=test

Then wait a few minutes and the pulseaudio daemon will silently die with the above assertion appearing in the syslog.

I can't reproduce this with the provided instructions, and I suspect that the bug is fixed in https://cgit.freedesktop.org/pulseaudio/pulseaudio/commit/?id=a527711528ce8f9e1b1f73957fa8281f9126b370

Please reopen if the problem still appears in version 7.0 or later.
