I think the following should be added to the build_[x4,x3]_cfg files:
Section "ServerFlags"
    Option "DontVTSwitch" "true"
    Option "DontZap" "true"
    Option "DontZoom" "true"
EndSection

I think these options would be what 99% of admins and users would want.  These
prevent users from trying to change desktops, restart the Xserver (or in most
cases, crash it), and messing with the screen sizes.
