According to the Unicode 5.0 book, page 208: "A tilde is also used in dictionaries to repeat the defined term in examples. In that usage, as well as when used as punctuation to indicate alternation, it is more appropriately represented by a wider form, encoded as U+2053 SWUNG DASH." This means that U+2053 should be wider than U+007E, but in the Sans fonts, it has the same shape and width.
