When opening a new window, it is usually displaced; The title bar is above the
visible desktop area, the menu bar is the topmost thing visible of new windows.
This should somehow be changed so new windows are visible when opening them.

I'm using Ubuntu 7.04.
Compiz 0.3.4.

Is the default placement plugin loaded?

It wasn't. When I loaded it, it worked.
