evemu-record of a tablet device with a mouse resting over it

Just having one of these tools resting on a tablet makes libinput report many sub-pixel motions:

event13	TABLET_TOOL_AXIS +2.84s 129.06/129.06*	distance: -0.27	rotation: 355.00*	wheel: 0.00 (0)
event13	TABLET_TOOL_AXIS +2.85s 129.06/129.06*	distance: -0.27	rotation: 355.00	wheel: 0.00 (0)
event13	TABLET_TOOL_AXIS +2.86s 129.06/129.06	distance: -0.27	rotation: 352.14*	wheel: 0.00 (0)
event13	TABLET_TOOL_AXIS +2.89s 129.07*/129.07	distance: -0.27	rotation: 352.14	wheel: 0.00 (0)
event13	TABLET_TOOL_AXIS +2.91s 129.07/129.07*	distance: -0.27	rotation: 352.14	wheel: 0.00 (0)
event13	TABLET_TOOL_AXIS +2.93s 129.07/129.07*	distance: -0.27	rotation: 352.14	wheel: 0.00 (0)
event13	TABLET_TOOL_AXIS +2.93s 129.06*/129.06	distance: -0.27	rotation: 352.14	wheel: 0.00 (0)

Probably some noise reduction would be convenient here.

tablet: add a fuzz-filter to avoid spamming callers with subpixel updates
