(Apologies if this is not the right place to file this bug.) I am running Arch Linux and was trying to use xkb options to swap my right alt and ctrl keys. Looking in my /usr/share/X11/xkb/rules/base.lst file, there is an option "ctrl:ctrl_ralt" that is described as "Right Alt as Right Ctrl", but this does not appear to work. I poked around in /usr/share/X11/xkb/rules/base and saw that there is an option there called ctrl:ralt_rctrl, which does indeed work. So I think base.lst needs to be updated. I believe evdev.lst in the same directory has the same problem.
Reassigning to xkeyboard-config, who actually provide the data sets.
Removed ctrl:ctrl_ralt. Thanks for spotting it!
