HDMI hotplug events are not tracked until "xrandr" command is executed on BXT-P.
Also the monitor will not display anything until xrandr runs.

Steps to reproduce:
================================================
1.Turn on the BXT Platform
2. Run "udevadm monitor --property --tag-match=HOTPLUG" command
3. Plug in an HDMI cable. ( No event will be catched on udevadm monitor and HDMI display does not show anything)
4. run "xrandr" command   (An event will appear on console and HDMI monitor will light up).

Expected Results:

When plugging in the HDMI cable an event appears on udevadm monitor and display lights up automtically

Marking resolved+fixed since does not appear any more under newer configuration
