I propose the inclusion of an Elfdalian keyboard layout. Elfdalian recently got the ISO 639-3 identifier "ovd": http://www-01.sil.org/iso639-3/documentation.asp?id=ovd The language is spoken in a region of Sweden, the users typically have Swedish keyboards, and hence I suggest that Elfdalian is included as a variant of the Swedish layout. The only difference compared to the basic Swedish layout is that a key has been dedicated to the special "combining ogonek" Unicode character. Elfdalian makes heavily use of certain vowels with ogonek.

I'm not exactly a git wizard, and I have no idea what it is git complains about. The patch applies fine with the patch() command. Can you please apply it manually (using patch())?
