Ok, I've cloned this bug report off from a previous one. The specs directory of xorg-docs doesn't build currently. There isn't any sort of Makefile.am infrastructure to do it right now.

The docs are in various formats, including sub-optimal ones like .doc. There's also at least one in there that I don't recognize (the .mi ones, which look like some sort of *roff). It should be pretty easy to convert the .doc files and also to build the .tex files. docbook xml should be preferred, given the way the rest of the docs are headed.

I thought the plan was to gradually convert the stuff under specs into DocBook and move it to the sgml directory.

But yeah, there's no way to build the legacy formats.

I hadn't realized there was an actual plan, but that sounds good to me.
