Ran the Following command 

pdftocairo -svg -f 1 -l 1 Test.pdf Test.svg

Some of the text is not present in the svg output file.

Attached the input pdf
Tried with poppler-0.48.0

Getting the same issue, posted a question at https://stackoverflow.com/questions/47402617/poppler-pdftosvg-not-rendering-proper-text too. Can anyone take a look at this. It seems it is affecting most of the scanned pdf documents.
