With Firefox 50 providing its' own Emoji font, issues like https://github.com/eosrei/emojione-color-font/issues/17 crop up. A solution would be to split the emojis into a separate font that can put further down the priority list or removed.

I disagree with that, this isn't a DejaVu issue. There are plenty of fonts with some emoji, you can't go ask all of them to delete them from the font to put it in a separate one.

This is the same old discussion to have these blacklist features in fontconfig that we were already having over ten years ago, although it wasn't for emoji at that time, but rather for different scripts. We already got the LGC version of Dejavu as a result of it, to provide some solution for users since fontconfig wasn't changing.

If someone wants an emoji free version, they're free to fork the project, but we're not going that way again. Put the features in the rendering tools for once.
