This is a duplicate of https://bugs.chromium.org/p/chromium/issues/detail?id=657104, but it's not clear who's at fault: Chromium or Xwayland.

The issue is that in a Wayland session, Chromium/Chrome runs with Xwayland and has inappropriate touchpad smooth scroll behavior: it scrolls in discrete lines as if with a scroll wheel, rather than one pixel at a time following your finger.
