We should be able to detect that the SIM card has been extracted (or, just, it is no longer available, for whatever reason) and get the modem into Failed state directly.

Right now we don't monitor this, and if we get any SIM missing error during the standard operation of the modem, we just assume is like any other error we may get (i.e. not fatal to get into Failed state).
