Problem:
display blinks, but blinking stops whenever something is happening such as a mouse movement.

Expected behavior is not blinking.

System is nearly unusable due to the blinking.

Reproducible always.

Work-around: add i915.enable_psr=0 to the kernel line in grub.cfg.

Possibly this bug returning (regression)?

The fix for that isn't included in 4.9. It'll get backported eventually (it's already included in 4.10-rc1). Since disable_psr=0 works for you I'm marking this bug as fixed.
