In order to comply with the new Finnish standard (SFS 5966) for keyboard layouts, Finnish needs its own Compose file. The changes are listed in http://kotoistus.tksoft.com/linux/Compose.fi_FI.UTF-8-changes.txt The new file is at http://kotoistus.tksoft.com/linux/fi_FI_UTF-8_Compose.txt In addition, the fi_FI entry in compose.dir must be changed to fi_FI.UTF-8/Compose fi_FI.UTF-8 A new directory fi_FI.UTF-8 is also needed for the Compose file. A copy of en_US.UTF-8 should work.

All of the additions in Compose.fi_FI.UTF-8-changes.txt are already in en_US.UTF-8/Compose.pre. (Except only the dstroke and Dstroke exist at U0111 and U0110; that may need to be fixed.) So, the only changes you want, then, from the default UTF-8 table are for <dead_(acute|diaeresis|abovering)> <space> to generate the relevant bare accent rather than apostrophe, quotedbl and degree, yes?
Yes, you are right. Except for those three entries, everything should be identical. If there is a way to just modify them, that's great. Those three changes are needed to conform with the new Finnish standard. There is a file with just the changes at http://kotoistus.tksoft.com/linux/Compose.fi_FI.UTF-8-changes.txt
