Bug detailed description:

Start weston , run  weston-terminal, rotate the terminal and then select fullscreen mode, terminal has been fullscreen but still with rotation effect. The system works regularly.
It can be reproduced both with normal window mode and X mode. All the binary cases have the issue.


Reproduce steps:
----------------------------
1. start weston
2. ./weston-terminal
3. rotate the terminal
4. fullscreen
