Seems like there is an error in time settings of bugs.bugzilla.org. 
Bug 52052 (for instance) timestamp:
Reported: 2012-07-13 22:41 CEST (2012-07-13 11:04 PDT)
Current time is: 2012-07-13 17:34 CEST (2012-07-13 8:34 PDT). 
Checked with Timezone used to display dates and times set to Europe/Berlin (default).
