as per summary
Mostly I get the notification in my mailbox on my local time.
Sometimes in the pst time.
Which obviously distubes the sorting in my mail box

First, your email program really need to understand time zones if you want sorting to work properly.

That said, I haven't seen this, can you please provide a bug mail which shows the problem?

Good question. Will collect some examples over the time.
(Vaguely I've the idea that it is in the situation where some else (from different time zone?) just commented before me ... but you may forget this until I have some examples).

Here is an example. The "Date" header is set with the *wrong* timezone, leading my mutt (which understands timezones alright, thank you very much) to sort comment 8 before comments 5,6,7.

the same applies for the notification mail reg. this issue for the container bug

are time stamped 15:49 and 16:17 (in my mail box)

Where exactly do you see these problems? I very often see that with Bugzilla mails (Bug 50485), where the bug is very obvious. The UTC time stamp I see in the Bug report is definitively wrong. 
Concerning mailing lists I am not sure (a quick sample I did was ok), but I think I remember that I also saw that problem in the mailing lists.

No response, so I limit Bug to Bugzilla problem.

Today I submitted "Bug 50755 - Version Picker Changes test bug" at approximately 04:00 UTC. 
 - Submission in bug correctly shown "2012-06-06 04:06:57 UTC"
  -- In my Mail client I did not receive a mail, may be because contents or
     report was empty?
 - Test modification (add myself to cc) shown correctly in Mail Client
  (Local time 06:22 = 04:22 UTC) but in Bug History I 
   read "2012-06-05 21:22:00 UTC"                                      ?!?
 - Dummy entry shown correctly in Comment heading "2012-06-06 05:50:09 UTC"
   But in My Mail Client "00:50 (Local time)                           ?!?

I have the impression (not tested many times) that:
when I submit a bug, time is correct,
then the screen changes, so that there is a message on top (changes submitted to) and a link to the issue a bit lower and then the issue itself.
Now if you fill in a comment in that situation, that seems a good recipe for hitting this issue.
Well, that is what I thought. But testing with 48869 doesn't show the bug ... Hmm

I should reopen as this bug is not about e-mail timestamps, but initial bug creation date saved in the bugs database. For instance this bug report wasn't created at 2012-07-14 00:34:49 CEST as we can see at https://bugs.freedesktop.org/show_activity.cgi?id=52056. Such time skip on a bugzilla server is a major problem.

Please see if this problem has now gone away.  The bugzilla server has moved to UTC so there should hopefully not be any more disreprancies.
