(Gosh, this bug is opened for almost 10 years!) I use Windows 7, the font is DejaVu Sans 10pt, the letters are U+0401 and U+0451, the year is 2016. And what i see is pain. Is there any way to fix it by myself (and send you a kind of pull request)? (299 bytes, image/png)

Misplaced accents in small sizes (10pt and below)

Environment: spotted with DejaVu TTF on Linux with TT hinter and Windows
Reproducible: Yes
Cause: Composite characters have no hinting or anchors

Cyrillic letters (at least U+0401, U+0451; excepting Serif - U+040e, U+0419, U+0439, U+045e) have these bug. It makes the instructed Dejavu fonts virtually unusable with truetype hinting enabled.
