We need to have tiny versions of diacritics to be added over modifier letters and such. For example, U+02B2 MODIFIER LETTER SMALL J needs to be able to combine with circumflex to generate a modifier equivalent of U+0135 LATIN SMALL LETTER J WITH CIRCUMFLEX.
